Eryngium yuccifolium

This unique looking plant has a stiff, upright stem with silvery, blue-green, yucca-like leaves. Small greenish-white flowers are tightly packed on a round head. It prefers dry, sandy soils and tends to open and sprawl in grown in richer soils.
